Draw a line along the Gulf from the Texas coast to the Florida panhandle and you’re looking at one of the most demanding wind environments in the country. Here’s the part that catches owners off guard: it isn’t one wind code. It’s five state systems, several local overlays, and design wind speeds that can move thirty miles an hour over a distance you could drive before lunch.
I’m licensed in Louisiana, Texas, Mississippi, Alabama and Florida, and we design to these codes regularly. Below is how the rules actually differ, and where projects get caught.
The common ground: ASCE 7 and design wind speed
Before the differences, there’s a shared foundation. Every modern building code in the country points to the same structural loading standard, ASCE 7, published by the American Society of Civil Engineers, to establish how much wind force a building has to resist.
The number that drives everything is the design wind speed, the ultimate wind speed your site is mapped to for your building’s Risk Category. A hospital or a school is designed to a stiffer standard than a storage shed, because more people are counting on it. ASCE 7-22 updated its hurricane model and the contours moved along the coast. Speeds eased in parts of Louisiana, Mississippi and Alabama, and went up in the western Florida panhandle.
The map is not static, and neither is your load. For a plain language primer, FEMA’s ASCE 7-22 wind highlights is a solid reference.
What each state does with that mapped speed is where the coastline turns into five different jobs.
Louisiana: one statewide code, toughest at the coast
Louisiana runs a single statewide system, the Louisiana State Uniform Construction Code. Local parishes generally can’t write competing building rules, which keeps the structural standards consistent from Shreveport to the marsh.
The teeth are in the coastal provisions. Along the Gulf, Louisiana enforces some of the most demanding requirements in the country:
- Exposure C as the coastal parish minimum, with Exposure D, the harshest category, required within 600 feet of the shoreline
- A continuous roof to foundation load path with enhanced roof sheathing attachment
- Wind borne debris protection and sealed structural design in the highest wind zones
New Orleans and the lower parishes sit in the 150 to 160 mph range for a standard commercial building.
The residential catch most people get wrong
Louisiana exempts one- and two-family dwellings from needing an architect or engineer stamp, and local governments can’t override that. People stop reading there, and it costs them.
The exemption only covers houses that fall within the prescriptive standards of the International Residential Code. That’s the whole condition.
South of the 130 mph line on the IRC wind map, a lot of houses simply can’t be braced prescriptively. The wall lengths, the openings, the roof geometry, or the lateral load path push the design past what the prescriptive tables cover. The moment that happens the house is outside the exemption, and a professional has to show the bracing works.
Nobody is overriding the statute when that happens. The house fell out of the exemption on its own. But the effect on your schedule and your budget is the same, and it’s much better learned at design than at the permit counter.
Texas: local adoption, coastal windstorm rules on top
Texas doesn’t run a single mandatory statewide commercial code the way Louisiana does. Municipalities adopt and amend their own, so what governs in Houston isn’t automatically what governs in a smaller coastal jurisdiction.
The layer that matters on the coast is windstorm certification in the designated catastrophe area along the seaboard. Structures there have to be built and inspected to windstorm standards to qualify for windstorm insurance through the state pool, which functions as a hard requirement for most owners even where it isn’t strictly a building code question. If your project sits in that band, the inspection and documentation path needs to be planned into the schedule from the beginning, not discovered at closing.
Mississippi: the coastal counties carry the load
Mississippi’s approach is more localized. Counties and municipalities adopt recent editions of the IBC, most now working from the 2021 IBC with state amendments.
The distinction is geographic. The lower counties along the Gulf carry the strictest wind and debris provisions, a direct legacy of Katrina rebuilding. Move inland and the design wind speed drops and the debris protection requirements ease. A retail building in Gulfport and the same building sixty miles north are, structurally, two different designs.
If your parcel sits anywhere near that inland transition, confirming which zone you’re actually in is a first week task, not a permit week surprise.
Alabama: two counties doing the heavy lifting
Alabama concentrates its coastal rigor in Mobile and Baldwin counties, where Gulf exposure drives the highest wind speeds and the wind borne debris requirements. Mobile’s standard building design speed came down to roughly 146 mph under ASCE 7-22.
What makes Alabama worth studying is the evidence. After Hurricane Sally in 2020, field studies found homes with FORTIFIED roofs in Baldwin County took dramatically less roof damage than standard construction. The state leaned in hard, and tens of thousands of FORTIFIED structures now stand in the two coastal counties, paired with mitigation insurance discounts.
It’s the clearest real world proof that building above the code minimum pays for itself, and the same logic applies to commercial envelopes, not just houses.
Florida: the strictest coast in the country
Florida is its own universe, and the Florida Building Code is deliberately the most stringent in the nation. Two concepts define coastal work there.
The wind borne debris region. Across most of coastal Florida, if your site’s design speed reaches 140 mph, or 130 mph within a mile of the coast, you’re in the wind borne debris region, which triggers impact protection for every glazed opening. Windows, doors and skylights have to carry a Florida Product Approval proving they survive a large missile impact test plus thousands of pressure cycles.
The High Velocity Hurricane Zone. Miami-Dade and Broward operate under the HVHZ, with design speeds up to 175 mph for a standard building. It’s the only region in the country requiring impact resistance for the entire building envelope rather than just the openings, and every component needs a Miami-Dade Notice of Acceptance.
For panhandle projects closer to our home ground, the debris region rules apply without the full HVHZ overlay. Still demanding, but a different specification sheet, and a different budget.
Why this gets decided during programming

A commercial building designed for a 130 mph inland Mississippi site cannot simply be dropped onto a Gulf front parcel in Louisiana or the Florida panhandle. The wind speed, the exposure category, the debris region and the product approval requirements all shift, and every one of them ripples into structural sizing, connection details, glazing specifications and cost.
Pin those variables down during programming and resilient wind design is close to free. Discover them at plan review and you’re redrawing. Discover them after the storm and it’s a different conversation entirely.
